I play on master difficulty, bandits don't fill them. So what do I do?

animals. petty gems will be filled with any small animal (chicken, slaughterfish, wolf, fox, goat, you get the point)

People only fill black soul gem. Anything non-human will fill the other soul gems.

Here is a short guide

Humans fill - Black soul gems
Mammoths - Grand soul gems
Giants - Greater soul gems
Bears, saber cats, trolls - Common soul gems
Spiders, undead skeletons, skeevers, mudcrabs, deer, smaller animals - Lesser and Petty soul gems

anything draughr overlord + is grand

edit: anything draughr with "lord" in it's title is grand
wights are common/greater (forgot which)
restless are lesser
draughrs are petty
I know I'm missing something but I forgot what

I wish Frost Trolls filled Grand Sould Gems.

The quality of Animals' souls is disheartening. It's either a Mammoth or nothing. It almost makes White Soul Gems seem worthless (in terms of enchanting good items).

Yeah. They actually aren't as tough as the mammoths- the whole "send you into orbit" thing just makes them seem that way at low levels / low armor values. In reality, they are (at best) on par with the weakest dragons. The only reason spiders and dragons can eat mammoths is they pick off the old, the sick, and the injured.

Both mammoths and giants can be killed pretty easily by the use of paralysis poisons.

The highest level falmer (shadow walker I believe), any way the absolute highest are grand.

Uh.... not on my playthroughs they aren't. Not even remotely.
In fact the only things that gave me grand souls are Mammoths, Dragon Priests and named bosses. Full stop.

I find the "fury" spell to be very valuable even for non-illusionists when attempting to fill petty soul gems: it makes deer, rabbits, foxes etc attempt to attack you instead of running away, which makes their souls much easier to collect.
