What does "ignore armor" mean? : V - Skyrim

What does "ignore armor" mean?

One of the one-handed perks states that upgraded maces can ignore 25% of armor.But I don't understand what ignoring armor means?Oh and is the perk better than the critical sword strike one?

it deals damage straight to health, without being mitigated by armor rating.
