In the pipboy when you have a weapon selected what does the box with a number represent?

If you mean the little box that either looks like a bullet or like a tiny lightning bolt with a number beside it - that is the minimum skill (guns, energy, explosive, melee or unarmed) required to get no penalty to attack with it.
