His is located just south of windhelm near-ish a fort, once again wearing his robes.

An unlucky wizard who is trapped between 2 portals, one above him and one below him. Aimlessly falling down forever.

A nord desperately trying to become a werewolf, but failing horribly.

And the guard idea is awesome!

OR you walk into a cave and find an old hermit in robes. After introducing himself as a "Master Obi" he gives you a glowing sword called "Saber of Light"

EDIT: or a LOTR reference, like walking into some old Mines and after crossing an ungodly high up old rock bridge, a fire atronach comes out and you faintly hear in the background "you shall not pass"

the things that would bring a smile to my face are:
a reference to the champion of cyrodil
remains of an oblivion gate (it would be on the boarder)
an extremely powerful firearm but with around 5 bullets in a dwemer ruin
a blond haired woodelf (remeniscent of the adoring fan) hanging on display along with other execution victims
underfykt troll(s)
a small reference to fallout, maybe a mural on a wall depicting people sealing themselves away
and maybe a funny twilight reference with a dead vampire next to a dead human
im probably forgetting a few things but these are the things that come to mind.
