What factors determines NPC Detection Range?

With all of the mods that make nights darker, I wanted to make a mod that will decrease NPCs' range of detection at night. Does an NPC's Perception value determine their range of detection? Or is there some other variable that controls this?

Alternatively, instead of changing NPCs' Perception values I was thinking of simply making the Player and Companions less detectable at night. If I go this route can someone tell me if the Sneak skill affects the Player's detectability even when he is outside of sneak mode?

Perception determines their range of detection.
Sneak skill will not help you no matter what level it's at if your not in crouch mode....there is a perk called silent running....or something like that I don't know exactly know what it does but maybe take a look at it :shrug:

All Silent Running does is add 10 points to your sneak skill and remove the penalty for running in sneak mode.
