arn't Bosmer males supposed to be the shortest short people in all existence of short people in Tamriel lore?

Imperial, iirc there are three versions of Cicero, two of them are shorter than the normal imperial male height.

Cicero is an Imperial.
Imperials have their names based of roman names. Cicero is a well known roman name. It's pretty obvious that he's an Imperial and if in doubt, use the UESPwiki or the TESwiki.

Well even in Tamriel it's possible for people to be shorter than average height eh :biggrin:

I think GraniteDevil was just confused as to what that had to do with height.

it's possible to set the size of NPC independently from their race this time, at least in the editor; I think this is also available via console commands although I don't recall the command name (no, it's not setnpcweight )

I don't think so. Cicero was an outspoken politician but, unlike the shady guy in Skyrim, he was also famous for believing in State and laws. He ended up assassinated in the turmoil preceding the dissolution of the ancient roman republic by supporters of the would be emperor (though he lately will go on record saying that he was against this).

The only reason I made that comparison was because Cicero would forever brag about how great an orator he was after the Catiline conspiracy. The oratory skills alone makes the name fitting.
