On my first time entering Riften on this character, when I enter the pub, the guy who would normally give you the "Promises to Keep" quest, immediately starts attacking me. I didn't even try and speak to the guy when he did so. To make matters worse, apparently he's unkillable. I get him down to like 2 health and he kneels for a few seconds, and then proceeds to attack me again. Calm spell apparently isn't helping (my illusion skill isn't high enough to affect him).


Does anyone know what faction he's in, or why he'd be so hostile?

UESP only has him listed as part of hold and town factions. You should be getting attacked by a lot more people than just him if there's a faction problem.
