Ok. So it's a barkeep wearing armor and a big weapon. Maybe a little suspicious. But then so is a barkeep wearing armour walking down the road and through a village, attacking nothing. Surely my eyes would more likely be on the dragon than on some obscure warrior fighting it (unless you absorb it's soul) that tends to turn a few heads.

Wait, the dragon attack isn't even "near" the town but at some guard tower farther away. You just go there with the Jarl bodyguard and a small guard squads and you say having some barkeep from a remote tiny town decide to tag along to help you kill the dragon would NOT be suspicious ? Besides, if they (the Blades) know that much about Dragons, she probably considered that killing it was useless since he'll just resurrect later if there's no Dragonborn to take it's soul, so why would she risk her life in that useless fight in the first place?

Also, the Blades duties might be to kill all dragons, but for sure it's not to kill all the dragons right now as soon as you see one! She's supposed (from her point of view) to be the last blade alive or around and getting herself killed in a fight won't help her cause. And it's just one dragon among many. So she hides and plans and searches the reason why they are coming back in the first place.

Well, she is supposedly being hunted by the Thalmor. Difficult to say how diligently. She's the last of the Blades field agents, but in my opinion, not a good one. Bad at dealing with people (strange in a bar owner, should look at her books), average at combat, not very heroic, and has an imagined grudge toward dragons (instead of the Thalmor she SHOULD have a grudge against). She also imagines herself a dragon fighter just because the Blades were once known for that. Hasn't bothered to actually rediscover the Temple, really these days she's just about hiding from the elves. When she does fight a dragon, she wants the Dragonborn along to do the actual fighting.

I don't frankly think much of Delphine. If she goes to Sovengard, it will probably be to run the Inn, or possibly serve the mead.

She's smart enough to know that fighting a dragon without the Dragonborn around is a waste of time. A life threatening waste of time.

While their lust for vengeance is about the Dragon Wars, it isn't just about that. What they're really saying is, if you can kill Paarthurnax, then there's no hope for any dragons in the future. It's a call for complete mercilessness, even on the one who's trying to improve. It isn't just about Paarth, in the big picture. He's just being made an example of.

Of course, make a Blade one of the new Dragon Slayers and Heros of Whiterun (if not whole Skyrim), I'm sure the Thalmor wouldn't mind.
