Can you enchant gear to reduce time between shouts? I wear an amulet of Taos which gives me 20%, but the shrine of Talos reduces time 0% for some reason on all my characters. Can I enchant gear?

The shrine actually gives 20% reduction too, it's a bug that it says 0. It does give 20% really, just says otherwise.

There is a perk somewhere in the game thaaat allows for unlimited shouts for like three hours or something.I can't rember what it is. It's a lost shrine or amulet or something.

I saw a video of something. You become a vampire. Obtain the necromage? perk so that all undead receives a bonus including you.

If you're okay with using glitches, there's a glitch where you can use shouts over and over again with no recharge time.

The Fortify Restoration trick can be used to make the Talos Amulet reduce the cast time between shouts to 0.

So I can't just disenchant an amulet and then enchant my armor to reduce the time? I would rather not use glitches, BUT if I have to, I will. What are these glitches? Can someone post a link?

I am RPing a 2H shout master - using low quality gear on master, so I want to be able to shout a lot.

I don't think you can disenchant the Amulet of Talos.
