What the strategy guide says about AP...is it wrong?

I noticed the strategy guide said that, and I quote, "Your AP bar is constantly in motion, retracting as you shoot weapons
or access your inventory, and filling back up when not engaged in these types of moves."

To me this seems dead wrong, as I've watched for this and it never happens. Whats more I consulted the FO3
guide and it says exactly the same thing but I never remember this happening in that game either.

Is their something I'm missing or is David Hodgson dead wrong on this little detail.....twice.

I'll ask the obvious question first: Are you using the VATS target system to aim at specific body parts? That's the only time you use Action Points. If you're shooting things in real time, you're not using AP's, hence the bar will never move. But if you are using VATS and your AP's are not being depleted and then recovering, then something is wrong.

Edit: oh sorry, I just realized the 'inventory' part. Yeah, that doesn't happen. :)

I haven't played the originals, but if that's true, then it may be another case of a guide author doing a lot of cut & pasting for a new guide. Cut & paste things they originally thought weren't going to change much, intermixed with new sections/text, that sort of thing.

Perhaps Obsidian considered having real time actions affect AP and then cut this - but not before work on the guide was started.

Quite likely these guides are often written by people who didn't actually play most of the game just organized information they were given.

No, this is OUTSIDE of vats that the guide states AP is also used...to a lesser and less critical extent. Both guides say the same exact thing and
neither FO3 nor NV have this behavior.

Maybe......but this is in BOTH guides.
