I like the perks and the lack of stats. It's a much neater way to tune your character. I hated the way the major / minor skills and the stats worked in Oblivion- you had to play the system and do specific things to get the character that you were after, and doing what you felt like doing was actively punished. The perks are a sensible replacement. You can play around with Conjuration for a bit, level up, and still buff the skills you want.
Besides, the level cap is what, 80? That should be enough to get perks in pretty much everything you want across all play styles, especially considering that some of them are junk- lockpicking in particular.
