There are errors left and right, can you not ignore this one? Or is this just out of curiousity?

Is this an error that shows up when you are starting the CK?

If so, you can ignore all, and yes the CK will freeze for a minute or two. It should start working once it finishes reading the ESM

If this is not a startup error, then maybe a little more info on what you are trying to do would help.

If this is an error when you first start the CK, it will freeze for some time as it is loading the massive data file of Skyrim.
I've found if you start clicking in the CK while its loading it will crash.

My advice: If it is indeed on startup, just tab out and browse the internet for a few minutes, it will pop up when its done.

Hmmm ... it looks like the CK is compiled with source code debug messages on. It says that an unexpected situation arose in BSLightingShaderProperty.cpp line 806, so it is likely an issue with an light not behaving as expected. Unfortunately, it does not descibe what the issue is or if it is actually handled in the code. Does it happen for all exterior cells?

Edit: What happens when you press "Interrupt"?

I clicked a few exterior cells in the CK, and I did not get anything resembling that message. I did get a few warnings here and there, e.g. TEXTURES: Could not queue texture 0xbc62449e. I use the 1.4 patch and tried to load both with and without Update.esm. I load the Hi-Rez texturepack using the ini.

When you start the CK, do you get the error message in the original post (or something similar) or do you get the warning (yellow triangle with a black exclamation mark in it)?

Not sure if it'll help, but have you tried re-installing the CK?

These messages are are Exeptions that get thrown by the C++ code of the CK (In this case an assertion did not return true --> something did not have the value it should have)
This has nothing todo with the esm or esp (well it might be if they are corrupt and contain complete nonsense at one part) it is an unhandled error in the CK and this message is all that is preventing it from crashing.

I would strongly advice to restart the cs after such an error, as you cannot know what did not get loaded.

BsShaderProperties is a nif property afaik. So maybe you have a broken nif file somewhere

Yep, I get the same error message when I try and set up a new weapon.

As soon as I point to the new .nif file while in the dialogue box it errors out. In addition, it appears theirs no way to set the 1stpersionMeshName.nif file as well. (no options ever come up) Somethings very wrong with how the CK is dealing with these items. My .nif file is fine too. It's been working in-game for over a month.

In comparison to setting up new armor... Everything with that works well. Both (weapon & armor) were saved with the same nifScope, both have been working in-game for awhile, both look good in game and work as intended, but when loading a new weapon mesh I get the same error as posted by the OP.

You can't (afaik) this isn't simply a message it is a crash in a nice box with the option to continue anyway :)
You'll have to fix the source of the problem-
Try to reevaluate your files of the cs via steam (and skyrim probably too)
and/or rename your meshes folder temporarily to rule out a broken custom nif
