That's from the perk Wild Wastelander. That face will pop up every time you find something the perk has put in the game.

Ahh. The reference is from the third one, so you wouldn't recognize it.

It's a reference to when Indiana Jones survived a nuclear blast by hiding in a lead lined refridgerator.... In real life that would not happen. Thus the skeleton with the Indiana Jones hat.
