it could be someone's inventory chest. I saw this on youtube, except with the chest under whiterun. It turned out the chest was actually Eorlund Gray-Mane's inventory.

It's someone's merchant chest. Every NPC tagged as a merchant has one. You aren't supposed to be able to interact with them but there are a few exceptions...
