Depends on how you define "modding" really. All games, with enough effort, can be modded. The question, really, is how easy it is to do so. There are, however, very few games outside of Fallout and TES that are quite as easy to modify on such a scale.

Torchlight
X3 Terran Conflict
The Witcher
Operation Flashpoint: Dragon Rising
Mount & Blade/Warband
Europa Universalis III
Total War: Shogun 2
...There are a lot more, just can't remember right now. If you're skilled in a language like C++, you might prefer messing with open source games. I guess you gave up on that game idea?

Neverwinter Nights (and NWN2) shipped with a toolset and has an extremely active modding community. Freespace 2 has the Freespace Open mod, which opened the door to plenty of additional player-made content- there's still a fairly active modding community for FSO. Temple of Elemental Evil is moddable (although I'm not sure how easy it is), with the Circle of Eight modpack being the big one there (and new content for it is still being made). Most of the Infinity Engine games (e.g. BG1&2, PS:T, Icewind Dale, etc) have various small mods available (interface and ruleset tweaks, widescreen and higher res texture mods, etc). Civ 4 has some big mods for it, such as Fall from Heaven 2. Both KOTOR games have some content addition/restoration mods that have been made. Most of the games in the HOMM series shipped with map editors and there have been thousands of user-made maps created, along with some more extensive mods (such as In the Wake of the Gods for HOMM3). The STALKER games have had a fair number of mods made to fix various issues and annoyances, improve the graphics, etc.

And that's just what I came up with off the top of my head in a few minutes. For most popular games out there you'll find some kind of modding occurring (even if it's just fan patches or texture improvements), and there are also a fair number of games with very large and active modding communities, similar to that for TES games.

It depends on the game and what kind of mod one wants to make for it. Obviously games that include a toolset are the easiest to mod. For games that don't include a toolset, my understanding is that the process usually comes down to understanding a bit about how the game engine operates, and how it accesses the game assets. Once this is understood to a sufficient degree, either the existing assets can be overwritten (such as a simple texture replacer), or additional game assets can be written and the game engine then pointed at those new assets (such as the addition of new areas to the game). How easy this is to do depends heavily on what engine the game uses and the specifics of how the engine accesses the game assets.

Depends on which you mean. Baldur's Gate series is moddable and Dragon Age too, but the Mass Effect series isn't.

ME is, it's just very very hard so I hear.

I remember seeing some skins mod, but that isn't very much.

Thief, Half-Life, Total War...

I've only ever tried my hand at making maps for Thief, and some gentle mods for Morrowind. Never done much though.

I haven't tried modding the BG games so I can't give you a simple answer (and I imagine there are different tools of preference depending on what kind of mod you want to make), but a potential place to start is the http://www.gibberlings3.net/ site- it's a fairly active modding community for the Infinity engine, with quite a bit of information on how to get started, available tools, etc. You could also check out the modding tutorials section at the http://www.pocketplane.net/mambo/.

I wouldn't put too much stock in TinyHowie's warning, as it's FUD and actually runs counter to case law (at least in the US). In http://en.wikipedia.org/wiki/Galoob_v._Nintendo the Ninth Circuit affirmed the right of people to modify their games, regardless of whether the copyright holder gives them permission or not. You can still run into trouble over certain things, such as if your mod breaks copy protection, distributes copyrighted content that you don't have the rights to distribute, or if your mod infringes on a trademark, but as long as you don't do these things you're pretty much in the clear.
