it's my second play-through, and again I encounter an incredibly annoying character wandering around that appears to be chosen randomly, named "nord" or "redguard" etc. and has an impossible speech check and would attack me when I fail saying I was boring

is he connected to a quest or something?

No, those guys are just random jerks with some good equipment.
