What's with the fortify Pickpocket enchantment?

Gotta ask, I wanted to steal a piece of armor off someone (not something they're wearing by the way) and it said I had a 0% chance of stealing it. Okay, my skills need to be improved I thought, since other items they had were upwards of 90% chance to steal. I have my pickpocket skill at 99 and so I enchanted four pieces of clothing with a 40% improvement on my pickpocketing. So with an extra 160% on my skill, I try and to find I still have a 0% chance of stealing it...

So, I wonder why and experiment by using an unfavorable exploit to make a pair of gloves that have over 4,000% pickpocketing increase. Still after all of that... 0% chance. I made a save and upped some pickpocketing perks to see if it would help. (Mind you, I don't want to specialize in that skill, I just wanted to steal some crap) After putting five points in the first skill, light fingers or something it finally went up to 20% on that piece.

So what the hell is up with that? The first skill only increases the chances by 100% at 5/5 and I already had +4,000%. Does that mean I need to have +8,000% or is this thing bugged?

Mind you, this isn't about stealing armor anymore. I don't care about what it was, I just wanted to figure this out...

Look around online for enchanting/alchemy exploits, they're not hard to find. Though I warn you that they ruin the game by making you too strong, leeching all the fun out of it so I'd advise you not to do it on your main character. Though that's not what this topic is about.

Pickpocket is bugged yes. One of the wikis has some details about it, but iirc, you don't want to cross a certain threshold with enchants and the first perk in the tree.

I see, so that threshold must have been pretty low because I didn't have any points in the first skill and my 40% x4 was still showing it as a 0% chance.

A character might face a bug with pickpocketing when using the last light fingers perk. Instead of rising the stealing chances this perk can instead drop them to zero when trying to steal large amounts of gold( around 1600-1700). For example if you use a trainer to train archery from 57 to 58, you can use pickpocket to get your money back and when you have only 4 light fingers perks the odds are about 62% and if you take the last one they suddenly drop to zero!
The same applies to apparel that fortifies pickpocketing - if a character already has the 4th light fingers perk, bonuses from apparel may drop the chance, including all the way to zero, rather than increasing.

4/5 in Light Fingers is OK. It's the 5th point you need to avoid.

This is still confusing me though, all of the other things in this NPCs inventory had between 80-90% chance and this one hunk of armor had a big fat zero. I had no points in that first perk and only after putting in 5/5 did it go up to a 20% chance.
