I have a couple: J'zhargo(one of the only Khajiit NPCs found within the cities), Festus Krex of the Dark Brotherhood(I like that voice-actor in general), Parthurnaax and Sanguine(and his voice actor).

I liked her just because she kepted the Blades alive and since I played Oblivion the Blades were bad ass I liked her immediatly. But she turned out to be such a tool. My dragonborn Nord couldn't give in to her demands to use him as tool for her politics.

I'd have to say J'zargo. Never really liked the khajiit in previous elder scrolls games, but they're just so lovable in Skyrim.
The caravan cats even helped me take out 2 dragons the other day as I was leaving Markarth.

Wow that`s sad, I can think of others from other games easily... Jaheira, Minsc, Cellius Gradias from Morrowind, that snooty witch woman from Dragon Age... i`m just puling these out from air...
