I'm thinking of starting up a character who is going to be good so what would be the best faction for her to side with.

Caesar's Legion is probably out of the question because of them enslaving people, the massacre at Nipton, their treatment of women, and probably the fact that they don't care about the people that they conquerer.

The NCR is good in theory but their leaders are corrupt which makes them bad plus they don't really care about the people of the Mojave Wasteland all they care about is the Hoover Dam, and their interests which they will go to any length to accomplish such as the quest in Jacobstown where the NCR hires Mercs to get rid of the Super Mutants. The NCR is also getting too big in size.

Mr. House is also corrupt as he doesn't care about the people outside of Vegas all he cares about is Caps, Caps, and more caps.

So what should I do?

NCR are good people...

either yourself, or the NCR. House is more neutral, (or yourself once again), and Caesars Legion is Evil (or yourself).

the only really good people ive seen are supposedly the Followers. however they strike me as a bunch of pansies although i havent had much contact with them.

The Kings is where it's at ;D

I'm leaning on NCR but I have my doubts about them. I'm not a big fan of Crocker or Kimball.
