Basically Bow Range depends on the weight of the bow. Try Daedric as it is the heaviest, strongest and has the most range out of most bows atm, I believe Dragonbone Bow is said to be heavier and have a longer range in Dawnguard.

bow range is how far the arrow will go before it starts arching down, not the max range at which it can hit, i think

if it is draw distance it should be able to be hit, atm i do not think anyone has a fix for it

Ya I'm not much of an expert at it, there is a video in youtube that explains bows in Skyrim very well. It's like 9-18 minutes long though haha.

If you're on PC then you can add the following line to the bottom of your Skyrim.ini file:

[Actor]
VisibleNavmeshMoveDist=13000.0000

This will allow your arrows to strike far away targets instead of passing right through them.
