well you do get stronger werewolves depending on your level, i got the most powerful ones attack me 'werewolf vargr' they arent hard to deal with. you might as well be fighting chickens

I've seen some more farmers wondering around in the wilderness but none of them have turned into werewolves? Can you only discuss it with them?

Found mine at Riften a random guy ( farmer for me ) transformed when i wanted to run to the dawnguard fort with my new character. I ran right into the guy and he transformed the moment he saw me but.. NP i just did the quest with farkas SILVER WEAPON

Nope. No lunar transformations for us...

I get a strong feeling that they are NEVER doing those two things in a TES game ever again. Of course, if they never do those two things, than people will continue to complain about the absence of those features. They could still implement the features in a later DLC. They just might want to keep the lunar transformations restricted to the wilderness encounter werewolves. Anyway, looks like the mod Tales of Lycanthropy is going to need some patching.
