that only happens when you use cheats i think the meter is full when you use cheats. i used cheats once to raise my enchanting and the skill meter was full when all the other′s where empty so i just load the game again and continue playing without cheats.More Fun without cheats

The usual. TGM (god mode) TNC (no clipping or no collision/walk through walls) Or using the console to boost skill levels, hit points etc. That sort of thing.

Well, Nopenske just confirmed that he has never used a cheat of any kind, and it still happened to him.
I've had it happen before, to a skill that the oghma infinium raised to 100 (from 96 to 100, I didn't cheat my skills up to 100, it was a one time use).

I have several skills halfway between 100 to 101 after using the Oghma Infinium glitch. It makes absolutely no difference either way. You don't get any modifiers from fractional skill levels and you'll never bump them to 101.
