I have been playing on PS3 for about 30 hours, I am level 40 and I have only seen 4 dragons. My brother is playing on Xbox and he compares the dragons to mosquitoes there are so many. What's up with that?

On my first playthrough (60 hours) I encountered around 25 dragons, on my second (25 hours) I encountered 4. It seems random, just luck mostly.

I would say you're lucky. Encounter enough of them early and you will just hate them even more later in the game.

I've seen far too many. They are very annoying. Prevents me from fast traveling when I want to, then I am forced to kill these annoying little pests.
