So i have Dl'ed the very small update for the Xbox and loaded up a previous save. So the first thing i do is go off and try to kill various things and get Zero kill cam. What's up with that? Do i have to start a whole new game?

They'll come when you least expect it. Most likely when you just missed a shot with the bow, or are surrounded and stuck in a kill scene for the very first guy while getting killed by the others.

I think the correct question is not so much where as it is when. Just a suggestion, but I get them about every 15-20 enemies with my bow, and they look awesome I did one from a really far distance and the arrow killed the Draugr by hitting him in the ass, it was hilarious and epic looking.

Nice! Yeah i figured it was more of "Chance to show" Rather than all the time unfortunatly.

Kill Cams are only supposed to have a chance to show up when you are:

1. Fighting the last enemy in a cell
2. The hit you land will take all their health away.

Unless those two conditions are met, no chance for a kill cam. Note, this is a chance for a Kill Cam.

Now, I have gotten two in one fight as the penultimate shot actually missed (the NPC dodged) but the second one did take out the NPC.
