I don't think anyone has found out where to get it, aside from killing a Veteran Ranger himself.

Actually, I got mine on a first playthrough, but it's near the end of the game when I committed to helping NCR. I took it from one of my escort rangers who died in a firefight. I think it's only available then since that's when you start seeing those rangers.

This. First time I saw it was when I was protecting the President in one of the later quests, but none of the guys died... you just have to wait till very close to the end I guess.

i see random NCR troops on with it at Camp Golf after i was level 15

They are at various Ranger Camps and outposts, probably after you reach a certain level. Really should have added this armor as a quest reward when siding with NCR.

if you have good sneak and you can find an isolated NCR trooper wearing it, you know what to do

NCR Troopers will start having random dialog while you're walking by that the Veteran Rangers are being deployed....or something to that effect.

After you hear this start visiting the NCR outposts.
