Dragonsreach she will be at, once you buy Breezehome she will travel to.

She should be lurking around Dragonsreach in Whiterun. She sometimes wanders off into a strange corner of it, though.

Also, if you can't find her, you can type
player.moveto A2C94

It will teleport you to her side.

Do NOT use the placeatme command, because it will create a copy of her instead of moving the original.

This may be a cheat because I'm using the console but he's always getting stuck in the rocks or trees.

Sorry if this is considered a cheat but he should never get stuck between rocks or fall off the cliffs. That's a bug.
