You need to have a valid Steam account with Skyrim on it to download the CK.

No, the Creation Kit is only available for those who own Skyrim.

Skyrim is 33% off right now though, so you might want to grab it while you can. :)

Even if you bought a physical copy of the game, you still have to activate the game through Steam. Says right on the box (even the CE, I checked) that it requires an internet connection and a free Steam account to activate. So either you pirated your copy, or you've never installed your copy.

Considering the only way the game will even start is through steam unless you've pirated it as it is a steam only game no matter where you buy it from, I sense some yarr in the air.

You can get it in the same location you got the other things.
