any one know where it is on steam?

It's under tools, listed as simply, "Creation Kit".

You may have to restart steam in order to get it to show up, if you don't see it right off.

If restarting steam doesn't make it show up, turn off your beta patch opt-out option and it will force Steam to update, and it should show up.
