I got it twice in Movarths lair within just a couple seconds and I wasn't even trying. Just do the 'city' quests in Morthal and you will find it.

There is a Daedric Shrine that is in a cave with vampires in it.

Yeah, I picked it up in Movarth's Lair too. Though I guess the Daedric shrine mentioned should be just as good (apart from having to deal with Barbas.)

Movarth's lair, Haemar's Shame, there's also a lair within a lake east of Whiterun (Can't remember name) and if your lucky you could encounter a vampire a short distance from Anise's House.
