The snipers switch shifts, one during the day and the other during the night.

Maybe that's why he's not where you expected him to be?

The snipers are sitting in the mouth of Dinky the Dinosaur during their shifts (above the gift shop), and sleep in their hotel rooms during their downtime, from what I have seen.

If you go to the gift shop (inside the giant dinosaur), follow the steps upwards. He'll be there if it's daytime, if not, there'll be a guy called Boone.
