We have came to the conclusion she doesn't exist and it is plausible that it may be a PC dressed in barmaid clothing...

More than likely it's just a promo picture from an earlier build that did not make it through to the end.

I would speculate that this is maybe is the wife of a BGS employee and as an afterthought it occurred to him that the countless Sweaty McNeckbeards out there in the limitless fields of the internets would want to bind this fine 3d mesh to their Dovahkiin in sacred matrimony, and the thought of that probably drove him to banish this woman from Skyrim from there on and to infinity.

It's most likely a player character. But the location is still a mystery.

I think that if your Dovahkiin came across that wench and used the word "obtain" about her, she'd gut him like a fish.
