where do you want a dlc to take place?

If it was a $40 disc, I would do that. I have no qualms. However considering how the market has moved towards DLC rather than full fledged expansions, this most likely will not be the case.
Well, then there's no hoping for a good DLC.

I would want some added content to Skyrim first, such as:
Hunter's Guild (with a different name) that could involve Hircine, include some new beasts that fly, run, swim, slither, dig, etc., some high-level fur/hide armors, pets like Bears, Ice-Wolfs,

Extend skill cap to 150, with Grand Master and Legend perks (ARCHERY: nock 3 arrows ONE-HAND: throw one-handed weapon DESTRUCTION: Lava, Thunder Clap, Freeze SNEAK: Sprint-Sneaking TWO-HANDED: Disarm Shields from opponents CONJURATION: Summon Dragon Priest, Lava Atronach, Flesh Atronach, Daedroth etc.)

Spell Crafting

Dwemer Weapons like Dwarven Crossbow, Dwarven Temple as a home, Dwarven Concentrator (Staff that when dual-cast with a concentrates that spell into a laser-like beam that does multiplied danger)

Wands (Infinite charge)

Dark Elven Armor
Bandit Warlord armor


One large Oblivion gate

Another Combat Guild for evil Warriors (some type of crusaders)

Necromancers guild (Zealots of something,

New Places
Orsinium
High Rock
Another plane of Oblivion
Alik'r Desert
Underwater city off the coast
