Which enchantment should my Necklace have?

I'm playing an Argonian Pyromancer, and I was wondering..

Should my Enchanted Neclace be..

1. Destruction Cost 25% Less, Regen Health 31% Boost.

2. Destruction Cost 25% Less, 20% Magic Resistance.

I was considering the Health Regen, since I sometimes fight in close combat, plus I think it stacks with Histskin.

Thoughts?

I play armored characters so I put resistances on my primary necklace because I put Health and Stamina Regen on the body pieces. Of those two, I would vote for #2.

Have you considered putting Fortify Destruction and Fortify Destruction and Magicka on it? :P Since necklaces don't weigh much enchant a few and try different ones out.

It just seems a bit redundant. With the current robes I'm wearing Destruction Magic is free, and when I get the Arch Mages robes I pretty much have a 95% cost reduction for it. Just feels a bit unnecessary.

Whats the maximum amount of magic resist a character can have?

85%

I double enchant necklaces like that because on my Assassin I wear my normal melee armor and just play around with magic to be an Imp.
