I wouldn't even be getting this game if it weren't for the mods. If it weren't for that I wouldn't bother.

For me it's because consoles are too slow. The xBox360 is 5 years old and shows it's age in comparison to gaming machines.

Very likely. Speaking for myself, the mods add to replayability, as well as help bring back elements from earlier games that didn't make it into the final published version (see: Classic Fallout Weapons or Cats Paw Collector's Edition for FO3 as examples). Not trying to sound like I am putting console players down, but from the folks I know IRL, console players tend not to replay games very much once they have beaten it once or twice, unless it's a multiplayer FPS - PC game players tend to keep finding reasons to fire up their older games and find new or different things to do in them.

PC of course. I can open the case on my PC and make it better. You don't even own what's inside of a console...
