White, 'non-existent' textures.

Been playing for a while now and i've realised that many of the wooden floorboards (Docks, board walks, stairs, etc) are displaying completely texture-less. I'm well aware of the textures issues on the 360 but no one has mentioned this one specifically, as far as I can tell atleast. I'm wondering if anyone else is having the same issue or if it's just me. This glitch is very apparent in both Morthal and Dawnstar as well as a few watch towers. Just to give a better picture, they look like fresh 3D models, untextured with no shading or lighting whatsoever.
Here is a link of some images I've taken (sorry for the bad quality) One picture is a comparison, the circled image is how the wood textures should look, the rest are as mentioned above. - http://http://s1126.photobucket.com/albums/l607/lathikus/

I can't really see the problem in those pics.

They just look like boards covered in snow to me. Maybe the pics aren't high res enough for me to see.

Well anyone who has played Skyrim can infer that the textures are supposed to represent snow covered surfaces. The problem is that there is obviously no appropriate bump-mapping/lighting present on these textures, thus the snow looks more like flat, non-reflective white paint more than actual snow.

Personally, I have a feeling this is a byproduct of Bethesda's dynamic weather engine, along with the texture problems seen on snow covered rocks. If such is the case, it may prove to be very difficult to fix these snow issues as they may be directly intertwined with the engine itself.

Nonetheless, I am embracing myself for a witty "working as designed" comment from Bethesda about this.

the pictures are just poor quality, took them with an ipod. They're definitely not snow effects as it also happens undercover, such as whiting out the whole area under an enclosed forge and inside. It's definitely an issue with textures. If it were only on a few stairs I would agree to it being snow but it's just a complete white out. Also, in the same area some wooden textures would have loaded, while one a few steps away is completely blank. I would also like to note that these areas I have taken pictures of were originally normal (fully textured) with that brown, wooden colour and pattern. It was only when I had gone into a building, come back outside(the boards turned white when I came back out) and saved soon after that these textures were locked like this, and now present in more places I travel to.

Also, I've been to every place that has this effect on separate play-throughs , all having the same effect. Dynamic weather effects I wouldn't imagine would be so consistent, especially when loading a save file of when I first arrived, when the boards were all their original colour/pattern.

coming to think that maybe it is snow, really, really bad looking snow. Who knows though, I still find it hard to believe that the floorboards in a watch tower on the enclosed second floor would be covered in snow.

I'm pretty sure that I read somewhere that it's the dynamic snow system, it looks pretty bad though.
