I am meant to get a Forsworn heart to fix this McGuffin and i now have 15 of them but i cant use to complete the quest.

i have picke various hearts up, on my travels, but it only seems to want the heart off the guy at the top of a particular encampment.

the dude has the arrow above his head and once he is dead i loot him but the arrow remains there and i cant complete the quest

i Have been to this encampment several times, cleared it, waited for it to respawn and cleared it again but i still cant complete the quest

any ideas?
