If the Elder Scrolls can control time and (based completely on guess) blot out the sun, then why in the name of Nocturne's nickers can't they bring back some Dwemer with some quests and some awesome new.... thingies?

I would personally choose something else, but I wouldn't have chosen vampires either. So, maybe, it could be cool! Would not go over well with the community.
I think it would be awesome. I believe lore states that they just disappeared and no one knows why. Plus they were the most technologically advanced so they could have gone to another dimension or something.
I don't think they should bring back living Dwemer, unless it's Yagrum Bagarn who can't die from disease or old age anyway.
Other options would be Dwarven Spectres (they were all over Morrowind, but there's not one ghost in Skyrim?), or a new kind of robot (maybe some kind of cyborg like Sotha Sil's Fabricants or a 'machine lich'?).

You can't bring back, whats already been turned into an Technological gods skin.

Then do so! But be patient with it. I wasn't too keen at first, but stuck with it. Eventually it revealed it's glory and converted me to the path of TES, away from the titchy Fable and faltering Final Fantasy.
