There is a lot of characters in skyrim so its hard to pick who is the best. I have multiple favorite characters like Farkas , Paarthurnax, and Vilkas.

I like Elisif alot, and Emperor Titus Meade II... I've got much respect for the Emperor...

Delvin Mallory, Erandur, Veezara, Brynjolf, Karliah, Marcurio, and probably others I can't recall at the moment.
