Who/Where is the Jarl of Solitude?

The Jarl is Elisif, in the Blue Palace. (different building than Castle Dour, which is the Imperial base)

Elisif is the jarl. She will hold court during the daytime, but I often find that she leaves around lunchtime for an hour or two.

He is dead, killed by Ulfric, but his wife (who is now the Jarl of Solitude I suppose) Elisif the Fair resides in the Blue Palace
