I get the two head bear people are the NCR, but are the Battle Cattle the Legion? What ever "they are" I don't get the reference.

As I recall in FO2 , Supermutants were afraid of Brahmin. Think of it as the elephant and mouse thing.

Supposedly the NCR have calvary they just aren't present in the Mojave. Horses could certainly be seen as battle cattle.

It's the brahmin. Super Mutants (and apparently specifically nightkin) who aren't afraid of measly humans, centaurs or perhaps even ghouls...are frightened of the brahmin.

I'm pretty sure the quote is "...two headed bear people (NCR) astride battle cattle..." If that is the correct quote (I'm just putting down what I remember from the game), then it wouldn't be CL, unless Best Friend Tabitha believes the NCR will charge into battle while using the CL as steeds. Another quote I remember is "Are two-headed bear people shooting at you and battle cattle mooing at you?"

Definitely Brahmin are the dreaded Battle Cattle. Such should have been obvious to anyone who has encountered the obstinate beasts.
