why is brink a pegi 18 on there website but the game is pegi

i was wondering if there is a technical reason for brink being advertised on the official website as pegi 18 but its now a pegi 16 game.

i checked the content of the game on the offical pegi website to see why the game is a pegi 16 and this is what it says about the rating for the game.

Brink: Agents of Change
ZeniMax Europe Limited/Bethesda Softworks EuropeThe content of this game is suitable for persons aged 16 years and over only.
It contains: Realistic looking violence - - Strong language
This game allows the player to interact with other players ONLINE

now as a comparison i looked at black ops which has a pegi 18 and this is the reason why.

Call of Duty: Black Ops
Activision Blizzard UK LtdThe content of this game is suitable for persons aged 18 years and over only.
It contains: Extreme violence - Violence towards defenceless people - Strong language
This game allows the player to interact with other players ONLINE

so was brink going to be a bit more extreme with violence or is it that they thought that killing someone when they are lying on the ground injured and unarmed with the melee attack would be classed as Violence towards defenceless people.

its really said Brink: Agents of Change. i wonder why. AoC is the name of the DLC. i wonder if they changed the name of the game?

as you can see from the release date for the 'agents of change' it was due out last month.

i'm wondering if brink was going to be a pegi 18 game but they decided because it was a new type of FPS that they would be better toning the game down a bit so that they could get more people to legally buy or play it.

it just seems strange why they have held back on two maps that should really have been included in the original game. were the cut scenes for these to maps to extreme and had to be redone but in doing so they had to cut the maps from the original content. i don't know and we probably wont know but its good to come up with some good theory's about it.

you can just tell that everything in AoC DLC was meant to be in BRINK from the beginning.
