Why Can't I Build a Staff?

I'd like to create a staff of my own - something that could, for instance, lay down frost, fire or lightning runes at a touch, perhaps ABSORB runes that have been cast, or other functions - healing, transmute, whatever tickled my fancy.

But as far as I know, a player cannot build his own staffs.

Why is that? It seems like such an obvious thing to include in the game, particularly for Mage types.

I agree that it would be cool if we could craft our own staves and scrolls. Something for them to consider for the future I guess.

You can make staves, scrolls, weapons and gear. However it is limited to items already obtainable in the game. To create things like the OP suggests, you need to use the Creation Kit or find a mod for it.
