Why can't I have the Skeleton Key? : V

I have heard people saying that they are using the Skeleton Key instead of choosing one of the 3 Agents.
How? The agents is the only choice I have.

They don't complete the quest.

You don't have to give it back. Once you get her key, simply don't advance the quest-line.

I dont see the appeal in the skeleton key. It's much more rewarding to open a lock with picks instead of some cheap key.
