Ever had a thief on the side of the road run up to you and demand your valuables, and if you said no, they'd have to fight you?

So I'm wondering, if I'm a thief, why can't I use my speech skill to intimidate victims? Would make those speech perks more valuable.

I guess the devs didn't really think about it.
