It should have been one of the top perks to not destroy items when disenchanting them.(This would also give you the ability to disenchant items more than the normal, once.)
The whole concept of disenchanting is bizarre to begin with. You basically cannot learn a new enchant only copy an existing one. It makes more sense to me that Disenchanting instead would be used as an alternative method to Soul Trapping targets to replenish Weapon Enchants. It is pretty silly that I have to find a weapon that has Soul Trap on it, Disenchant it, then put it on a weapon just so I can even level my enchanting to begin with unless I want to swap hands, cast a spell, swap back and kill the target.
Alternatively, Enchants would be learned through finding or buying recipes. I would have further added powerful unique Enchants that can be copied via Charcoal and Paper from Magic stones located throughout the world. These Enchants would provide dual effects or unique effects only found at these locations.
