Why no Content Creation for Consoles?

I can understand the logic that you want things to be exclusive for the PC, but why would you have the audacity to release a multi-platform game for all systems and then release a Content Creation system for PC only, for ALL of the elder scroll games.

If this tool set is really what was used to create the content for all the systems, then what could possibly be so difficult about releasing a multi-platform content creation set? While I do have a decent computer, I unfortunately can not play a lot of the games released for the PCs do to the low hardware specs it has. It is a laptop. So I had to resort to a cheaper option of a PS3 that has still have yet to see the end of it's occasional but horrible lag spikes.

I have legitimately payed for Skyrim, possibly more than the PC players who had the nice opportunities to get discounts from steam... the least I could ask for is to allow those who purchased it for consoles to use user created content as well as giving us access to the content creation tools and extend the game a bit further then what we only have.

How would you get anything you made onto a console? They don't really let you download stuff that isn't professionally done.

(Disclaimer: mods are volunteers, not Bethesda employees. The following is personal speculation)

From what we can gather neither Sony nor Microsoft would allow the editor or fan-made mods on their systems. Even if this wasn't a hurdle it's likely neither system has sufficient RAM to properly run the editor, and they also lack the appropriate software architecture. Any one of these would be enough to keep the editor off of consoles.

It's also worth remembering that Elder Scrolls games don't load content individually. That is, you don't play separate, self-contained levels. Everything must be available at any time, and as you progress through the game the number of objects, NPCs, and scripts the game has to keep track of grows considerably. Mods have to be added on top of all of the existing content, and that's potentially a lot of strain on the system. If the game is limited to official DLC the devs can keep track of this - once it's open to fan-made mods they lose this.

Unfortunately this topic tends to attract a lot of problems so I'm going to keep this locked. If you have any questions you can send me a PM and I may be able to elaborate on a point - although remember these are personal opinions, not official comments. On the official side Todd Howard has said at least twice that they'd love to get user-made content on consoles, but if they're making any headway in this area they haven't let on.
