Why Does The Toolbar And Search Box Move As I Scroll?

When I scroll down any forum page, the toolbar with My Settings, Messenger, Sign Out etc, plus the search box moves as well, constantly remaining at the top of the screen. I'm gonna scroll right now and take a screenshot to show you what I mean: http://img389.imageshack.us/img389/2526/searchbar.jpg

I'm not liking these new forums :( My beloved Tan is gone, and this place feels wholly alien now. I feel no connection to it, know what I mean?
