Why doesn't Window's 7 get Skyrim at the same time as Xbox?

Alright, so I am hoping a mod/admin will see this thread, so that I can get a clear answer on this.

This has been bugging me for awhile. Since Microsoft owns both the Xbox and Windows, and most people, well probably everyone, that plays Skyrim on a PC, is playing it in Windows (because Linux isn't really compatible or supported & same with Mac I believe) why don't we get it at the same release date as Xbox users?

Is it because Skyrim is through Steam on the PC, or is it because Microsoft hopes this will draw more attention to the Xbox by having early release dates on big game dlc?

If anyone can please clarify this, please do.

1. The people that manage XBox are different from those that write the Windows operating systems.
2. Microsoft payed for a 3- day exclusiv deal for the 360 specifically.

That's the thing though, Microsoft owns both the Xbox and Windows. That's like showing favoritism between one of your children over the other.

Except, Microsoft receives no money for any games or DLC sold on the PC (Unless it's a microsoft developed or published game obviously). They may own windows, but it's in their best interests for xbox to get the DLC first.
