The question is in the thread title, but the reason I'm curious is because lightning strike effects are used with the storm call shout but you never see them during a normal storm, only what some call sheet lightning, or in this case increasing the brightness on the sky to max briefly.

It got tossed out the window along with most of the skills, items, and the paperdoll.

The game is working just fine for many, and so what if he wants to talk about lightning in the game? It's better than some of the other drivel that gets posted on here.
