Why in Skyrim creation cit don't work fly cam (~).
G.E.C.K. is have this option.

Make sure nothing is selected, hold shift + f then use the mouse + mouse wheel.

The shortcut to Toggle Flycam is ` as seen in the "Render Window Hotkeys" window.
